Based on the NSGA - II ,the paper designes a mixed 0-1 variables of dynamic optimization Algorithm to solve the model. The algorithm base on hierarchical optimization method of mixed integer variables, in order to achieve at the same time realize the unit start-stop and load distribution of multi-objective optimization; The algorithm introduced ahead of schedule, the thought to adjacent coupling for processing time constraints, so as to realize the dynamic optimization of time scheduling. Finally through the case analysis on the simulation of the model, simulation results show feasibility and rationality of the model and algorithm of effective.
