This article begins from introducing the situation of electricity market transaction reform in Guangdong Province, emphasizes to describe the basic functional influence on the next generation interactive smart electricity meter while China pushing forward the electricity transaction deep reform. The authors briefly introduce the critical design methods for future IR46 E-meters on energy trading contracts management, software running in different hardware platforms, IPv4/IPv6 based multi-clients access, combined with their successful development experience on HXE110/310 interactive meters which complied with European OPEN meter and IEC62056 DLMS/COSEM protocol. And then further introduces the design principles of XML scripts language based tariff contracts, Java virtual machine (JVM) of meter software platform, TCP-UDP Wrapper in DLMS/IP protocol. These will provide some reference to design new IR46 interactive meter based on DL/T698.45 Object oriented electic data exchange protocol.
