In the construction of the novel power system, the high proportion of new energy is connected to the power grid, the high-power nonlinear dynamic load increases, and the randomness, fluctuation and intermittency of the power load lead to the misalignment of the electric energy measurement algorithm, resulting in the out of tolerance of the electricity meter, this paper constructs the active electric energy convolution sum measurement algorithm, as well as the constraints of active electric energy cumulative power threshold. By analyzing that the power threshold judgment method at the input of low-pass filter is an important reason for the misalignment of the traditional active electric energy measurement algorithm, an active electric energy measurement algorithm with improved constraints is proposed. By using the sampling response coefficient matrix decimation method, a non-overlapping decimation dynamic active electric energy measurement algorithm is further proposed. The simulation results show that the error of the active electric energy measurement algorithm with improved constraints and the non-overlapping decimation dynamic active electric energy measurement algorithm is less than that of the traditional electric energy measurement algorithm, which can effectively solve the problem of the misalignment of the traditional electric energy measurement algorithm under dynamic conditions.
