The fluctuation of photovoltaic output will cause the restored load to outage again. It is significant to exploit the dispatching resources of micro-grid to reduce load blackout loss of distribution network black-start and resist the risk of load loss again. Considering the fluctuation of photovoltaic output and the coordination of micro-grid, this paper proposes a bi-level optimization strategy for distribution network black-start. Distribution network is the upper layer, considering the influence of photovoltaic output fluctuation and the transmission power of lower micro-grid on black-start, with the goal of minimizing the loss, the amount of transmission power is determined, and the black-start plan and compensation electricity price are formulated. As the lower layer, the micro-grid, according to the compensation electricity price, with the goal of minimizing operating costs, participates in black-start of distribution network, adjusts the operation strategy of micro-grid and optimizes the transmission power range., the feasibility and effectiveness of the proposed strategy are verified by the example analysis of the improved IEEE 69-bus power distribution system.
