On the one hand, carbon tax is an environmental policy aimed at reducing carbon dioxide emissions, but it is difficult to implement in areas relying on coal combustion and other carbon intensive areas. On the other hand, the energy storage system is a solution to relieve the pressure of regional economy in the power grid where carbon tax is implemented. With the continuous penetration of renewable energy such as solar energy and wind power, this paper considers the uncertainty of renewable energy output, establishes the opportunity constrained optimization framework and robust optimization framework for economic dispatching of power system with energy storage, as well as establishes the connection between the opportunity constrained optimization framework and the robust optimization framework through a new binomial distributionally robust optimization (DRO) framework to balance robustness and total system cost. Simulation results on IEEE-6 and IEEE-118 bus show the effectiveness of the proposed method.
