在低碳电力和能源互联的背景下,考虑到新能源消纳困难等问题,以碳交易(Carbon Emission Trading ,CET)机制为基础,结合绿色证书交易(Green Certificate Trading ,GCT)机制,提出了一种考虑绿证-碳配额互认机制的区域综合能源系统(Regional Integrated Energy System ,RIES)优化方法。首先,探究了碳交易和绿证交易的原理,同时引入氢燃料电池(Hydrogen Fuel Cell ,HFC)和氢储优化电转气过程来进一步消纳新能源发电。其次,通过绿证电量和碳排放配额的互认来联动碳交易与绿证交易,打破了碳交易与绿证交易的传统壁垒。最后,以RIES最小总成本为目标函数,构建了考虑绿证-碳配额互认的RIES优化模型。算例仿真表明,所提方法能够在保证较高能源利用率的前提下有效的提高系统的经济性,并且能够在提高新能源消纳的同时降低系统的碳排放量。

Under the background of low carbon electricity and energy interconnection, taking into account the difficulties in new energy consumption and other issues, based on the carbon trading (CET) mechanism, combined with the green certificate trading (GCT) mechanism, a regional integrated energy system (RIES) optimization method considering the green certificate carbon quota mutual recognition mechanism is proposed. Firstly, the principles of carbon trading and green card trading are explored, and HFC equipment and hydrogen storage are introduced to optimize the electricity to gas process to further absorb new energy power generation. Secondly, carbon trading and green card trading are linked through mutual recognition of green card electricity and carbon emission quota, breaking the traditional barriers of carbon trading and green card trading. Finally, taking the minimum total cost of RIES as the objective function, an optimization model of RIES considering mutual recognition of green certificate and carbon quota is constructed. The simulation results show that the proposed method can effectively improve the economy of the system on the premise of ensuring a high energy utilization rate, and can improve the new energy consumption while reducing the carbon emissions of the system.
