      为了加强对现场计量装置、采集设备和配电网运行监测的实时性,提高对用户用电行为的异常分析的准确性。开发了一套以电力用户用电信息采集系统为平台,以计量装置异常在线监测和智能诊断为基础,利用数据挖掘工具,将异常事件分析与营销系统异常处理结果相结合,实现对计量装置和采集设备运行状态评估,对用户违约用电窃电判断和计量故障智能诊断功能。该系统采用SOA技术架构,由异常指标专家库、实时监测与智能诊断和WEB应用三部分组成。其中,WEB应用将GPS异常定位与GIS异常展现、分布和派工处理进行整合。通过该系统在安徽省电力公司试运行表明,基于SOA架构的系统具有部署灵活、与外部系统或数据中心信息交互简便等特点,系统开放性和安全性高度统一;在功能上加强了用电检查、计量部门对异常的分析、定位和派工处理等效率,极大地提高了电力公司对可能引发电力事故及计量装置故障及差错的异常进行实时监控、综合分析和快速反应能力,对保障电网安全稳定运行、反窃电和降低计量偏差造成舆情发挥重要作用。
英文摘要:
      In order to strengthen the real-time monitor of the field metering device, collecting device and the distribution network operation, and to enhance the accuracy of anomaly analysis for the user"s power use behavior, a system embedded in the power user electric energy data acquisition system has been developed, which based on online monitoring and intelligent diagnosis technology, using the data mining methods,by combination of abnormal event with the abnormity of external system and fault treatment process,and implements the status analysis of metering device and acquisition equipment, the judgment of breach of a contract for electricity using and electricity stealing, and the intelligent diagnosis of abnormal metering. Adopting the SOA technique structure, the system consists of three parts, the expert database of abnormal index ,the real-time monitoring and intelligent diagnosis,and the web application . The web application integrates the GPS positioning of abnormity with the GIS show, distribution and the dispatching process of abnormity. Trial operation in Anhui electric power company shows that the system which based on SOA structure is flexible deployment, can easily interact with external systems or data center information,and have the strong uniform quality of openness and security. The system strengthen the power consumption and the metering department on the analysis,positioning and dispatching efficiency of exception on the function. This can greatly improved the real-time monitoring, comprehensive analysis and rapid reaction ability of power company for the abnormality which may cause the accident of electric power and metering device fault. It also plays an important role in ensuring the security and stability operation of power grids, and causing public sentiment of anti-electricity stealing and reduing the metering deviation.
