      针对电能替代技术环保效益评价体系中多因素相互影响、系统中各指标不独立的问题,本文提出一种引入扰动项及考虑群决策排序的网络层次分析法(ANP)与模糊综合评价相结合的方法对电能替代技术环保效益进行评价。首先,针对模型中判断矩阵不满足一致性造成评价过程繁琐且决策者意见严重缺失的问题,本文设定了矩阵元素扰动项,根据扰动项对矩阵元素进行动态调节,得到满足要求的判断矩阵;然后,对于求解指标最终权重时存在等权处理决策者矩阵导致评价结果不准确的问题,构建个体与群体接近度权值及个体与个体相似度权值,对专家权重进行动态调整,得到稳定的个体权重;通过系统聚类法得到个体排序向量;综合考虑个体排序向量与个体权重,将同一指标下求得的所有专家的权重加权,建立各指标最终权重。最后运用模糊综合评价法对电能替代技术环保效益进行综合评价,以此来评价电能替代技术的环保效益,并验证了该模型的科学性与可行性。
英文摘要:
      Due to the interaction among indices of the environmental of the electric energy substitute technology evaluation index system, the environmental benefits evaluation method of electric energy substitute technology is proposed based on a new perturbation, a group decision-making and fuzzy comprehensive evaluation. Firstly, with respect to the problem of consistency of the judgment matrix is not satisfied, which would cause the evaluation process become complicated and serious deficiencies of decision makers, the disturbance term is set, and the matrix elements are adjusted dynamically according to the disturbance term; Secondly, aiming at giving equal weights to the decision of makers, the weights of the experts are adjusted dynamically according to a proximity weight and similarity weight of the individual until the stable individual weights are obtained; Thirdly individual ranking vectors are obtained by the hierarchical clustering method; Fourthly, considering the individual ranking vector and individual weight, the obtained weights of all the experts under the same index are weighted to get the final weight. At last, the application of fuzzy comprehensive evaluation on the environmental benefits of electric energy substitute technology is evaluated, and also the scientific and feasibility of the model are verified.
