The smart energy meter of OIML R46 International Recommendation is based on the first generation of smart meters and design concept of foreign high-end meters. Its function can meet the requirements of OIML R46 International Recommendation, and also can meet the requirements of smart grid development. The design adopts object-oriented DL/T698.45 protocol and dual core including metering core and management core. The dual core can be operated independently. And the software of management core supports remote upgrade and communication modes. New meters based on the design can adapt to the requirement of metering, communication and flexible electricity price in the future. With the OIML R46 International Recommendation used in China, the new meters will be put into mass production.
