      智能电能表是电力系统进行电能计量的关键设备,目前对智能电表的供货需求庞大,实现智能电表的质量评价对其招标工作具有重要意义。本文提出了一种智能电表的供应商评价方法,综合考虑了智能电表的性能指标和商务指标的影响,针对一般的质量评价方法无法全面、准确地对智能电能表的多项质量影响指标的重要性和优先级横向比较的问题,该方法采用层次分析法,选择能够全面反映智能表误差概率分布情况的特征量指标,依据专家意见,对指标两两比较的重要性程度做出打分构造判断矩阵,通过计算变换将多个指标转化为一个综合指标,对智能电能表的供货优先级形成评价性指标。实例表明,该方法能对智能电能表做出有效评价,得出智能电能表的采购优先级。
英文摘要:
      The smart electric energy meter is the key equipment for electric energy measurement of electric power system. At present, the supply demand of smart meter is huge, and the quality evaluation of smart electric meter is of great significance to its bidding work. The paper proposes a supplier evaluation method for smart meters, taking into account the impact of the performance indicators and business indicators. For the problem that the general quality assessment method cannot horizontally compare the importance and priority of multiple quality impact indicators of smart meters comprehensively and accurately. This method adopts the analytic hierarchy process and select the feature quantity indicators which can fully reflect the error probability distribution of the smart meter. According to the expert opinion, the judgment matrix is structured by scoring the two-two comparison result of the indicator's importance degree. By calculating the transformation, multiple indicators are converted into a comprehensive indicator, which can evaluate the priority of the smart meter. The cite shows that the method can effectively evaluate the quality of the smart energy meter and obtain the procurement priority of the smart energy meter.
