      节能减排背景下,含有大量分布式电源的主动配电网已是目前的主流。针对社会资本投资增量配电网的问题,考虑到目前配电网的发展要求以及电力市场环境,综合主动运行方式以及用户需求响应机制,建立了投资、运行双层场景规划模型,并分别以树形结构编码的单亲遗传算法和原对偶内点法进行求解,最终得到了最优的增量配电网投资决策方案。算例结果表明,市场机制的引入,通过对可调负荷和分布式电源等主动元素的优化调度,可在优化增量配电网投资及运行成本的同时有效提升盈利水平,在保证系统安全稳定的同时实现经济效益的最大化。
英文摘要:
      Under the background of energy conservation and emission reduction, the active distribution network with large amount of distributed power has become the mainstream at present. In view of the theme that incremental distribution network investment by social capital, considering the current development requirements of distribution network and power market environment, integrating active operation mode and demand response mechanism, an investment and operation two-layer scene planning model was established.The upper layer is solved through the Parceno-Genetic Algorithm(PGA) encoded by the tree structure and the lower layer finds the solution by the primal-dual interior point method. Finally, the optimal investment decision-making scheme of the incremental distribution network is obtained.The results show that the introduction of the market mechanism as well as the optimization of the active elements such as adjustable load and distributed power can optimize the investment and operation costs of the incremental distribution network while effectively improving the profitability level, and realize the maximization of economic benefits while ensuring the safety and stability of the system.
