The electronic document exchange system requires new contributions in the field of information management and a collaborative mechanism similar to resource exchange in blockchains to optimize the overall management of electronic documents. We propose an authorization system to use blockchain technology to process official documents. Our recommendations are geared towards the evolution of intelligent electronic document management systems, with regions participating in monitoring and coordinating resource consumption. The proposed environment allows for more reliable monitoring management and authorization functions, secure data access and storage, and delegated controller functions between departments. We provide definitions of virtual assets as auctions, encouraging optimization of global consumption and saving resources. The proposed solution is implemented and validated in an application scenario that illustrates the applicability of the defined consensus mechanisms, the reliability of the provided resource monitoring and authorization security levels, and the reduced resource consumption of resource transaction contributions.
