国际法制计量组织（International Organization of Legal Metrology, OIML）发布了IR46，要求电能表内电能计量功能与非计量功能相互独立、互不影响。电能计量功能属于法制计量部分，不允许软件升级；非计量部分的软件允许升级，但升级不能影响电能计量部分的稳定性和准确性。为满足国内下一代智能电能表在泛在电力物联网中的应用需求，研究了智能电能表非计量功能的升级技术，通过实验验证了升级技术的可行性。

The International Organization of Legal Metrology has released the IR46, which requires that the energy calculation function in the energy meter is physically independent of other functions in the energy meter. The energy calculation function belongs to the legal measurement part and cannot be upgraded. The non-metering part of the software can be upgraded, and the upgrade should not affect the stability and accuracy of the energy calculation part. In order to meet the needs of the next generation of smart energy meter applications in China, the upgrade technology of smart energy meter was studied. The tests verified the feasibility of the upgrade.
