Accurate division of the contributions of the harmonic sources is the premise of effective implementation the harmonic management scheme. The existing harmonic responsibility division indexes have problems such as inconsistency of harmonic responsibility division results of different frequencies and differences or even contradictions of voltage and current division results. The harmonic comprehensive responsibility evaluation index based on multiple fuzzy comprehensive evaluation method is proposed. In this method, the evaluation results of harmonic voltage, total harmonic voltage distortion, harmonic current and total harmonic current distortion are considered synthetically, and the relevant weights are determined by subjective analytic hierarchy process (AHP). Three evaluation results, which are total harmonic voltage responsibility, total harmonic current responsibility and harmonic comprehensive responsibility, can be given as the results. The feasibility of the index to quantify responsibility of system and user side have been verified by IEEE14 Standard Test system.
