      针对我国电能表行业缺少研发能力评价方法的实际情况,文中提出了一种针对电能表厂商的研发能力评价方法。该方法以国际通行的质量成熟度模型(QMM)为基础,结合国家质量基础(NQI)基本要素的建设要求,建立了涵盖电能表研发各主要环节的评价指标。然后通过层次分析法对各指标进行量化,计算出相应的权重,得到评价公式。以5家电能表厂商为例,运用主观打分与客观数据相结合的方法进行研发能力评价。结果表明,该方法能够较为客观地评价电能表厂商的研发能力,为电能表的招投标工作及厂家自身研发能力的提升提供了依据。
英文摘要:
      In view of the fact the electricity meter industry lacks an evaluation method for R&D capabilities in China, a comprehensive evaluation method for R&D capabilities of electricity meter manufacturers is proposed in this paper. Firstly, based on the internationally accepted quality maturity model (QMM), combining with the construction requirements of the national quality foundation (NQI) basic elements, an evaluation index system covering the main links of R&D of electricity meters is established. And then, each index was quantified through analytic hierarchy process, the corresponding weight was calculated, and the evaluation formula is derived. Finally, taking five electricity meter manufacturers as an example, the method of combining subjective scoring and objective data is used to evaluate the comprehensive R&D capability. The results show that the method can objectively evaluate the R&D capabilities of electricity meter manufacturers, which provides a basis for bidding work of electricity meters and the improvement of own R&D capabilities of manufacturers.
