      针对我国电能表行业缺少研发能力评价方法的实际情况,文中提出了一种针对电能表厂商的研发能力评价方法。该方法首先以国际通行的质量成熟度模型(QMM)为基础,结合国家质量基础(NQI)基本要素的建设要求,建立了涵盖电能表研发各主要环节的评价指标。然后通过层次分析法对各指标进行量化,计算出相应的权重,得到评价公式。最后,以5家电能表厂商为例,运用主观打分与客观数据相结合的方法进行研发能力评价。结果表明,该方法能够较为客观地评价电能表厂商的研发能力。为电能表的招投标工作及厂家自身研发能力的提升提供了依据。
英文摘要:
      In view of the fact the electric energy meter industry lacks an evaluation method for R&D capabilities in China, a comprehensive evaluation method for electric energy meter manufacturers was proposed. This method was first based on the internationally accepted Quality Maturity Model (QMM), combined with the construction requirements of the National Quality Foundation (NQI) basic elements. An evaluation index system covering the main links of R&D of electric energy meters was established. Each index was quantified through analytic hierarchy process, calculated the corresponding weight. The evaluation formula was derived. Finally, five electric energy meter manufacturers as examples, the method of combining subjective scoring and objective data was used to evaluate the comprehensive R&D capability. The results show that the method can objectively evaluate the R&D capabilities of electric energy meter manufacturers. It provides a basis for bidding work of electric energy meters and the improvement of manufacturers'' own R&D capabilities.
