In order to reasonably plan the sub-region of units and loads to be restored after a blackout, and to reduce the blackout loss of important loads, this paper proposes a reconstruction strategy of black start network frame based on improved simulated annealing algorithm. Firstly, the restoration grid is abstracted and a reconstruction model with distributed power supply is established. Then Dijkstra algorithm is applied to preliminarily divide units and loads to be started. Finally combined with the weighted simulated annealing algorithm, area load start factor is introduced to optimize the synergetic degree between regions. On one hand, this method minimizes the electrical distance between the node to be recovered and the starting power supply, and maximizes the black start network throughput. On the other hand, priority should be given to ensuring the smooth start of important loads, while the average waiting time of each sub-region should be reduced to improve the black start efficiency. The rationality of the method is verified by an example of IEEE39 standard node system.
