The smart substation measurement and control device still adopts a single set of configuration, and there is a hidden danger that a single point of failure causes the measurement and control function to fail, and it cannot fully meet the requirements of unattended smart substations. For the two configuration modes of "single interval+cluster measurement and control" and "double sets of cluster measurement and control", corresponding redundant switching schemes for measurement and control functions are proposed respectively. By configuring cluster measurement and control devices, using key technologies such as measurement and control function virtualization, constant value and soft plate state synchronization, model and configuration equivalence realization, the interval virtual measurement and control unit uses the same operating parameters, virtual terminal contact table, blocking rules and ICD model, and the functional equivalence, model equivalence and configuration equivalence of the cluster measurement and control device is realized, which solves the redundant switching problem of the measurement and control function when the smart substation measurement and control device fails, and improves the reliability of the smart substation monitoring system. The validity and adaptability of the proposed scheme are verified through test verification and engineering application.
