      在碳中和、碳达峰的目标推动下,运营商区域的低碳建设对整个电力系统乃至于全社会发展低碳经济具有及其重要的推动作用。对运营商区域碳排放水平进行综合评价,能让电网企业对当前运营商区域的低碳发展水平拥有客观判断,同时也可为需求侧的低碳管理提供方向和决策。文章构建了包含运营商区域外联电网、网损和区域内部以及源网荷储全方位多目标运营商区域低碳指标体系;基于熵权-独立性权组合提出了新的指标权重确定方法,同时使多准则妥协解排序法和物元可拓评价模型相结合以解决多属性、多主体类决策问题,实现对不同类型区域的整体评估排序和局部特征分析。利用山西某地区不同类型的15个运营商区域作为研究对象进行算例分析,以验证该评价体系的实用性、科学性和有效性。
英文摘要:
      Driven by the goals of carbon neutrality and carbon peaking, the low-carbon construction in operator regions has an important impetus to promote the development of the power system and even the low-carbon economy in the whole society. The advantage of comprehensive evaluation of the low-carbon level of the operator regions can not only enable the power grid enterprises to have an objective judgment on the current low-carbon development level in the operator regions, and also can provide a direction and decision for the low-carbon management on the demand side. A comprehensive multi-objective operator region low-carbon index system is constructed, which includes the external network, the network loss, the internal network and the source network load and storage. A new index weight determination method is proposed based on the combination of entropy-independence weights, while vlsekriterijumska optimizacija I kompromisno resenje method and the matter-element extension model are combined in order to solve the decision-making problem of multi-attribute and multi-subject classes, so as to realize the overall assessment ranking and local feature analysis of different types of operator regions. Using 15 different types of operator regions in Shanxi as the research object, an example analysis is carried out to verify the scientific, practicability and effectiveness of the proposed evaluation system.
