Electrical Measurement & Instrumentation mainly publishes theories and methods of electrotechnical measurement, methods of electromagnetic parameters measurement, technologies and applications of power instrumentation measurement and control, and running state monitoring and fault diagnosis of power grid. Electrical Measurement & Instrumentation follows the recognized publication ethics and standards. We firmly oppose plagiarism in any form. The editors, authors and reviewers of Electrical Measurement & Instrumentation should perform the following duties, and adhere to the submission guidelines and other requirements of the journal.
Duties of Authors
(1)Authors submitting article to the journal should affirm that manuscript is original. This Article does not infringe on any copyright or other rights in any other work. All necessary reproduction permissions or licenses have been obtained. It contains no matter that is scandalous, obscene, libelous, or otherwise contrary to law.
(2) Authors should also warrant that their article has neither been published elsewhere in any language fully or partly, nor is it under review for publication anywhere.
(3) Articles should also be objective, comprehensive and accurate. Plagiarism in all its forms constitutes unethical publishing behavior and it is unacceptable.
(4) Authorship should be limited to those who have made a significant contribution to conception, design, execution or interpretation of the reported study. Others who have made significant contribution must be listed as co-authors.
Duties of Reviewers
(1) Manuscripts for review must be treated as confidential documents.
(2) Reviewers feel unqualified to review the articles or not possible to complete review of manuscript within stipulated time should notify the editor, so that the manuscript could be sent to another reviewer. Reviewers should have no conflict of interest with respect to the research, the authors and/or the research funders.
(3) Reviewers should state clearly relevant published work which is not yet cited.
(4) Review of submitted manuscripts must be done objectively without prejudice and the reviewers should express their views clearly with supporting arguments. If the reviewers find plagiarism in any form, they should immediately communicate with the editor.
Duties of Editors
(1) Editors can accept, reject or request modifications to the manuscript based on the review report of the editorial board.
(2) Editors should handle a manuscript based on its intellectual content, nothing to do with the authors’ gender, race, religion, and nationality, etc.
(3) Editors must ensure that each manuscript is initially evaluated by the editor for originality, making use of appropriate software to do so in order to avoid plagiarism. After passing this test, the manuscript is forwarded to at least two reviewers for double-blind peer review, each of whom will make a recommendation to accept, reject, or modify the manuscript.
(4) Authors’ complain on the review decision is available.
(5) The manuscripts reporting important findings, academic foreland, and achievements of hotspot research are expected.
(6) Editors are not allowed to disclose any information of the manuscript to others except for communication authors and reviewers.
(7) Editors should consider retracting a publication if they have clear evidence that the findings are unreliable, have previously been published elsewhere without proper cross-referencing, permission or justification, constitute plagiarism, and report unethical research. Editors should consider issuing a correction if a small portion of an otherwise reliable publication proves to be misleading; the author / contributor list is incorrect.
Data Sharing and Reproducibility
(1) Sharing principle: Researchers should develop corresponding data sharing plans based on factors such as data type, data source, and data format, and share relevant data in public databases before publishing research results.
(2) Reproducibility principle: Researchers should describe the research method as detailed and accurate as possible, so that other researchers can replicate the research results.
(3) The principle of prohibition of discrimination: Anyone should be able to use shared data and conduct research under the same conditions, without discrimination based on race, gender, age, nationality, or other factors.
(4) Citation principle: Researchers should cite data shared by others and clearly state the source of the data when publishing research results.
Handling Complaints and Conflicts of Interest
The Journal has a transparent and clear complaint handling mechanism whereby readers and authors can report any misconduct or unethical behavior by sending an email to dcyb@vip.163.com. Any complaint will be taken seriously and dealt with in an independent, impartial and transparent manner, the outcome of which will be promptly communicated to the complainant.
Authors, editors and reviewers should disclose any potential conflicts of interest when submitting or accepting manuscripts to ensure transparency and impartiality of academic research.
The Journal will identify potential conflicts, disclose conflicts, assess conflicts and take appropriate action to ensure that there are no conflicts of interest among editors and reviewers, ensuring academic segregation.
Archiving and retrieving of the published issues
All the printed issues of Electrical Measurement and Instrumentation since 1964 had been archived in National Library of China. All the electronic issues are allowed to be retrieved from Official website of the journal as well as reputable databases such as CNKI and Wanfang Dada.
