      针对谐波污染严重的电网,为了能精确计量用户端负荷的功率因数,减小计量误差,对用户进行合理公平地奖惩,有必要对《功率因数调整电费办法》中定义的功率因数计算方法进行改进,并提出一种准确的功率因数计量模型。本文主要分析了谐波背景下电费办法中定义的功率因数的合理性,首先指出了正弦系统接入谐波源后,线性无源阻感性负荷用户的功率因数测量值变小,这意味着线性用户不仅受谐波危害,还要支付更多的电费;然后,结合仿真对此进行了验证;最后,根据谐波责任划分的原则,计及谐波的影响,给出了基于IEEE.Std 1459-2010的新的功率因数计量模型,该模型不仅可以为供电部门合理、公平地计量提供一定的参考依据,还为进一步完善考核计费标准提供重要的借鉴意义。
英文摘要:
      In order to obtain accurate power factor in user side and to reward and penalize users reasonably in power grid containing large amounts of harmonics, it is necessary to improve the power factor defined in the method of power factor adjustment tariff. And an accurate model of power factor measurement is proposed. In this paper, the rationality of power factor defined in the method of electricity charge under harmonic background is analyzed. First of all, it is pointed out that the power factor of the users with linear passive inductive load is too small in the harmonic systems, it means that linear users are not only subject to harmonic damage, but also to pay more electricity. Then, simulation is carried out to validate it. Finally, according to the principle of the division of harmonic responsibility and the influence of harmonics, a new power factor measurement model based on IEEE.Std 1459-2010 is given. This model can not only provide some reference to measure reasonably and fairly for the power supply department, but also provide an important reference for the assessment system.
