The Third Legislative Energy Package has paved the way for the roll-out of smart metering systems also for the benefit of consumers. It provides that implementation may be subject to a positive economic assessment (to be conducted by 3 September 2012) of long-term costs and benefits, and for the deployment of smart metering systems in 80% of positively assessed cases by 2020. For electricity, Member States are required to prepare an implementation timetable for a period of up to ten years. French ENEDIS/eRDF planned to buy 35 million smart meters in 2015-2021 with Linky Project based on OPEN meter infrastructure. This article describes the Linky smart meter base function, communication and protocol, data security, qualification, G3-PLC working in both MV and LV to realize consumption and distribution data sharing, rollout issues, public boycotts, etc. Combined the experience of rollout smart meters and AMR system in CSG from 2011 to now, we give 10 items suggestion for next turn new generation smart meter or energy gateway shifting.
