With the promotion of electric bus, operators play an important role in charging service management. It is of significance to develop a reasonable charging service fee and achieve a win-win between operators and bus companies. Firstly, based on a theory of bi-level, this paper proposes a pricing model and the charging strategy analysis model of the electric bus fast charging station. The upper layer of the model is the operator benefit model for charging service charge pricing, and the lower layer is the bus companies cost model for charging load optimization. Secondly, the chicken swarm optimization(CSO) is used to iterate over the upper and lower models, and the optimal daily charging strategy and the optimal service charge pricing strategy are calculated. Finally, the bi-level programming model proposed in the paper is used to simulate the actual operation data and typical load of the actual electric bus fast charging station. The result shows that the time-sharing service charge can effectively guide the charging behavior of electric buses, help to suppress the fluctuation of the charging load, and make the interest maximization of the operators and the bus companies.
