:
随着我国北方地区雾霾问题日益突出,“煤改电”得到广泛关注,如何对其综合效益进行科学评估是值得深入研究。为此,基于主成分分析方法提出了一种评估“煤改电”项目综合效益的模型。首先基于对环保效益、社会效益、经济效益的全面考虑,建立了综合效益评价指标体系。在此基础上,基于所有的评价指标,剥离出主成分因素,实现了不同“煤改电”方案的综合效益评价。最后,以5个区域实施的“煤改电”项目为例进行分析,结果表明,所提模型能够在最大降低总体计算工作量的前提下实现对“煤改电”项目综合效益的高效客观评估,为“煤改电”项目的实施提供指导与参考作用。
